What Gutenberg Is

Gutenberg is the block editor built into WordPress. Pages are made from blocks: paragraphs, headings, images, columns, buttons, and custom blocks. With block themes and full site editing, Gutenberg can now design headers, footers, and templates too.

What Elementor Is

Elementor is a visual page builder plugin. You design directly on the page with drag and drop and see the result live. Elementor Pro adds a Theme Builder, forms, popups, dynamic content, loop grids, and WooCommerce templates.
